Operation Marhaba 2021: Morocco Welcomes Back its Diaspora

After more than 15 months of exceptional travel restrictions and halted activity due COVID-19 preventative measures.  Summer 2021 brings with it a much hoped-for relaunch of the tourism sector in Morocco and positive news for Moroccans living abroad (MRE), the majority of whom haven’t been able to reconnect with their families since the initial outbreak of the COVID-19 pandemic.

Following the  National Tourism  Confederation’s (CNT) recent  meeting to outline the  recovery plan for Morocco’s tourism industry and set up the reception policy for Moroccans residing abroad , The Mohammed V Foundation for Solidarity launched the 2021 edition of its Marhaba Operation on June 15th 2021 under the effective presidency of his Majesty king Mohammed VI.

Introducing The Marhaba Operation

The Marhaba Operation is an annual humanitarian assistance program for the Moroccan community living abroad. It spans from June 5th to September 15th of each year.

The main functionality of the program is to ensure the best travel conditions for Moroccan citizens returning to Morocco during the summer period through dedicated reception areas operating 24 hours a day, 7 days a week.

Due to the global health crisis, this year, support has been upscaled to better assist Moroccans living abroad   throughout their travel. 

A support team of 6 to 8 people made up of foundation executives, healthcare workers, and national security personnels will be present in each border crossing to facilitate medical and administrative processes to guarantee the convenience and safety of travel.

Reception Sites in Morocco & Abroad

For the first time in years, Spanish ports such as Ceuta, Melilla, and Almeria   have been excluded from this year’s program leaving Pperation Marhaba 2021 with a total of 15 reception sites in Morocco, France, and Italy.

Reception sites in Morocco include, Tangier Med Port, Port of Nador, Port of Al Hoceima, Mediterranean rest area (on the Tangier’s highway), Jebha rest area, Tazaghine rest area, Casablanca Mohammed V Airport, Tangier Ibn Battouta Airport, Oujda Angad airport, Fés Saiss Airport, Marrakech Menara Airport, Agadir Al Massira Airport. 

Reception sites abroad are Sète and Marseille ports in France and Genoa port in Italy.

Marhaba  Operation Practical Protocols

To ensure the safety of everyone involved, the  Marhaba guide 2021 lists the following practical guidelines:

●     It is recommended that you schedule your arrival and departure outside of peak periods. That is, the 1st week of July, Eid al Adha, the 1st and 4th week of August, and 1st week of September.

●     It is necessary that you possess a negative PCR test taken no earlier than 48 hours of the date of entry into Moroccan national territory (this concerns Moroccan nationals classified in List A previously published by the Ministry of Foreign Affairs)  Note that operation Marhaba is equipped with mobile Covid-19 analysis laboratories. Thus, in addition to the PCR test presented upon boarding, you may be subjected to PCR tests if symptoms are present.

●     If you are vaccinated against COVID-19, make sure to bring your vaccination certificate (this also concerns Moroccan nationals classified in List A).

●     Learn and stay up-to-date with the latest national travel protocols, curfew and travel rules inside Morocco and obtain any necessary permits in advance.

Last Sunday, King Mohammed VI instructed transportation and accommodation stakeholders to offer their services to MRE at reduced and affordable prices to facilitate their return to Morocco this summer. 

Following his majesty’s orders, a number of transportation companies have gotten involved in the success of Operation Marhaba 2021; Maritime companies in Morocco have dropped their ticket prices to 995 € for long-haul lines and 450 € for medium-haul lines for families of 4.

Royal Air Maroc (RAM) has similarly reduced its flight prices up to 97 Є per passenger for families of 4+ and a 150 Є per individual passenger (Search and Book Cheap Flights to Morocco).

As a result, in less than 24 hours, Royal Air Maroc hit sales records with 120,000 flights booked by Moroccans living abroad. Consequently, RAM announced on its twitter page that additional flights from   Brussels, Paris Roissy, Frankfort, Amsterdam, Marseille, Toulouse, Bordeaux and Lyon will be available from the 1st to 7th of July, and return flights will be scheduled from 5th to 8th of August.                                                                      

In the same vein, to encourage the return of MREs this summer, CNT has instructed the hotel industry   to adhere to measures supporting the return of MREs.

Leading the way is the  Accor group   with its summer discount offering a 30% discount on hotel stays around Morocco lasting until September 15th 2021.

Visit Morocco While Covid-19 : Key Information for Travelers to Morocco

It has been over a year since the Covid-19 pandemic started spreading all over the globe. Consequently,  travelling has become more complicated than ever!  From travel bans, restrictions, entry requirements to vaccination, Here is an up-to-date comprehensive guide if you are wondering if it is okay  to travel to  Morocco in the Covid-19 ! 

Are Moroccan borders open for international travel right now?

Currently, Moroccan borders are not fully open to visitors from all countries. That is, travel between from/to certain countries might not be permitted yet.  

Following the recommendations of the Ministry of Health and the epidemiological data published by the World Health Organization (WHO), Moroccan authorities decided to gradually resume flights to/from the kingdom of Morocco starting from Tuesday, June 15, 2021. In this context, countries allowed travel from/to Morocco were categorized into two lists “A” and  “B”. 

List A constitutes countries that demonstrate  improved COVID-19  control. These countries include Member States of the United Nations that are not mentioned in list B.

Travellers from list A – whether they are Moroccan citizens or foreigners – are granted entry to Morocco as long as they provide a vaccination certificate and/or a negative PCR test results taken within 48 hours before  arrival to Morocco.

Who CANNOT visit Morocco ?

List B  is a list of countries that are experiencing a wide spread of COVID-19 variants or lack precise COVID-19 case statistics. Therefore, these countries are not concerned with the loosened measures contained in list A. List B includes: 

Afghanistan, Algeria, Angola, Argentina, Bahrain, Bangladesh, Benin, Bolivia, Botswana, Brazil, Cambodia, Cameroon, Cape Verde, Chile , Colombia, Congo, Congo (DRC), Cuba, United Arab Emirates, Eswatini, Guatemala, Haiti, Honduras, India, Indonesia, Iran, Iraq, Jamaica, Kazakhstan, Kenya, Kuwait, Lesotho, Latvia, Liberia, Lithuania, Madagascar, Malaysia, Malawi, Maldives, Mali, Mauritius, Mexico, Namibia, Nepal, Nicaragua, Niger, Oman, Uganda, Pakistan, Panama, Paraguay, Peru, Qatar, Central African Republic, Democratic People’s Republic of Korea (North), Seychelles, Sierra Leone, Somalia, Sudan, South Africa, Sri Lanka, South Sudan, Syria, Tanzania, Chad, Thailand, Togo, Ukraine, Uruguay, Venezuela, Vietnam, Yemen, Zambia and Zimbabwe.

Travellers from list B must have an exceptional authorization prior to travelling to Morocco, a negative PCR test result taken no less than 48 hours prior to arrival, and undergo a compulsory  ten-days quarantine once in Morocco. 

Note that these lists are under constant revision and are updated every two weeks according to the changing nature of the COVID-19 situation in each country. For un-to-date information visit the official website of the Moroccan  Ministry of Foreign Affairs 

All citizens of these listed countries travelling through another country are not granted passage into Morocco.

What if you are not from one of these countries and you want to visit Morocco? Are there any special requirements to enter ? 

Conditions of entry to morocco :

For other countries that are not suspended, entry is conditioned by: 

  1. Completion, printing and signing of a  passenger health form online to be presented upon arrival to Morocco.
  2. All  eligible travelers above the age of 11 must provide a printed negative COVID-19 PCR test taken no earlier than 72 hours before arrival to Morocco. 
  3. Everyone must download the tracking app Wiqaytna.

If you are eligible to enter Morocco, it is important that you get acquainted with the restrictions inside the country before planning your trip. Here is an overview of Morocco’s current  “Health State of Emergency” and its restrictions :

Local restrictions inside morocco :

With the  COVID-19 situation being generally stable in Morocco at the present moment, the days of quarantine are over and  restrictions have eased up over the past few months. However, the kingdom-issued Health State of Emergency remains intact with a few restrictions.

This partial lock-down includes a nationwide, police-enforced curfew between the hours of 11:00 PM and 4:00 AM  in place until the 10th of June with potential extension. Movement during curfew hours requires a written permission from Moroccan authorities. 

Restaurants, coffee shops, malls, and grocery shops all close down according to curfew time.  The general health protocol being followed includes checking body  temperature at the entrance and hand disinfection. Wearing a Mask is also mandatory. 

As for means of transportation, buses, cabs, trains, and rental cars are all functional in compliance with curfew limitations. However, travel and movement might be subject to regular police checking especially at city entrances. 

Hotels and accomodation facilities including riads and resorts are also open with certain measures. That is, wearing a mask at the reception and all other common rooms. Social distancing is also recommended. 

Public beaches are open with recommended social distancing. Private Pools are also available for booking. 

On the other hand, Museums, cultural spots, cinemas and theatres however, are mostly closed until further notice. It is expected that when they reopen, access will be limited to a certain number or require reservation. 

It is worth noting that each city has its own restrictions measures decided by its own council aimed at stopping the spread of COVID-19. That being said, cities like El Hoceima and Tetouan have increased measures due to the  rise in the number of COVID-19 cases.

Domestic movement :

Within the framework of the Health State of Emergency, all provinces are categorized  into  Zone 1( less restricted movement and activities) and Zone 2 ( more restricted movement and activities) depending on the level of Covid-19 risk indicators in each region.Thus, domestic movement between cities  is limited and will often require an exceptional movement permit from local authorities ( mostly granted to people with urgent medical need, work-related reasons) that you need to provide to move in or out of the restricted cities. Restriction measures related to this are often weekly updated.

Legend has it that Bou Ahmed was so unpopular that upon his death his palace was looted and his possessions stolen.

  • Hassan II Mosque :

This imposing mosque is the ultimate example of modern Moroccan styling in buildings. So proud are the people of Casa of this building that it invites non-Muslims to visit it so that they may appreciate its grandeur.

Completed only in 1993 it is a showpiece of tilework, plaster, wood carvings and modern technology.

You will find the 9 hectare complex of buildings and courtyards near the sea, on Boulevard Sidi Mohammed Ben Abdallah where it overlooks both the harbor and the El Hank lighthouse.

The mosque has also a Hammam inside.

  • El Hank Lighthouse :

Also known as Phare d’el Hank this traditional lighthouse built in 1919 the light in the tower still flashes white every 15 seconds. A round stone tower with gallery it is painted white. it is the tallest of Morocco’s many traditional lighthouses and is the landfall light for Casablanca as it is located on the western most point of the city.

The grounds are open for visits but no entry is permitted into the tower.

  • Square of Mohammed V :

The main plaza of Casa and sometimes called by visitors “pigeon park” it is to Casablanca what the Piazza san Marco is to Venice. There is a beautiful fountain, musical at times, as well as vendors selling corn to feed to birds.

  • Casablanca’s Corniche :

In the Ain Diab suburb, is the city’s vortex for those who want to see and be seen. Much of the shoreline is now home to luxury hotels and restaurants.

During the day, the many beach clubs here do a roaring trade, with sun worshipers lapping up the rays and splashing in the club swimming pools. Farther along the shoreline is the public beach.

On sunny weekends, this is a great spot for people watching, with plenty of local families heading to the sand for picnicking and promenading.

  • Marabout de Sidi Abderrahmane :

When visiting the beach spend some to visit this islet tomb of the founder of Algeria. It’s a rambling and ramshackle neighborhood with an authentic residential feel, and a great place to experience the pulse of Casablanca life.

  • Sacred Heart Cathedral :

This graceful cathedral was built in the 1930s, and its architecture is a harmonious blend of both European and Moroccan style. Unfortunately, it has been left to wither in the past few decades, and is now in need of serious restoration. But even in its current dilapidated state, the structure is still beautiful.

If you’re lucky, the guardian will allow you inside where you can capture a sense of this building’s past glory. Nearby is the Notre Dame de Lourdes, a church lit by a vast stained-glass window covering more than 800 square meters.

Just 80km south of the city this little visited village (now it became a city) has a history that dates back hundreds of years, today the ramparts and walls around the old Medina and the connected fortress or Kasbah which is 400 years old are all worth visiting.

  • Mohammedia :

Less than 30km north of Casablanca you will find this sleepy beach town with a laid back atmosphere. Although there is a large port here the town itself is unchanged from a hundred years ago, and even the “new Town” is historic!
